Pam,

Trump didn't make animal cruelty a federal crime. Congress did, in a
bipartisan effort that passed both houses UNANIMOUSLY.  He simply signed
the bill, all routine. He couldn't have vetoed it without lots of fallout.
He can hate women, and children, and immigrants, and POC, but if he hated
puppies and kittens... he might lose some fans.

Specific acts of animal cruelty were already criminalized, this bill just
extended to more methods of torture. It made the acts federal crimes, not
just state crimes, in case the torture crossed state lines.

He's consistent.
