Over the top - definitely!  That's at least 5 - 0 so far.

I don't mind replacing the roll when someone else has left an empty one
there.  We keep the things stashed in the dunny (lots of them because my
husband has an almost neurotic fear of running out of the stuff) so it's not
like anyone ever gets caught short because the roll is empty.

What gets my goat is when someone (I know who) changes the roll and leaves
the empty one on the floor.
