Sounds like California. Spring rains bring mudslides as well as stimulating 
the
growth of vegetation. Summer heat dries out the plants that make for 
firestorms
later in the year, which destabilizes the soil for Spring mudslides. Then 
random
earthquakes shake up the residents.
